The first AfDB eHealth award recognizes the current work being done in e- and m-health in Africa. It aims to encourage the production and sharing of knowledge on eHealth solutions and provide added value through the sharing of lessons learnt in e- and m-health. One hundred and sixteen high-quality proposals were received and reviewed by an expert panel. A total of 40 short-listed projects were asked to submit a full proposal. </div>

The list of winners for the first AfDB eHealth award was selected by a technical committee composed of international experts from African countries and international organizations. The proposals were evaluated according to criteria that included: a clear description and analysis of the most important health challenge addressed by the project; a description of proposed eHealth solution and how it alleviates the challenge or mitigates its effects; a description of innovative aspects of the proposed solution; useful lessons learned and recommendations; implementation arrangements; budgetary estimates; key strengths of the institution and partners leveraged to achieve project goal and objectives; estimated impact of roll-out of proposed solution throughout the country; quality of information and data provided; and letters of recommendation.</div>

The technical committee reviewed and rated the proposals and ten winners have been identified against the above mentioned criteria. To reflect the variety of proposals received and health challenges addressed, proposals were organized into four categories: Access to health information; Empowering the health workforce; Health education for the public and Delivering health services.</div>

Il est prévu que plus de 150 médecins et sage-femmes soient formés à leur utilisation, afin de pouvoir bénéficier, d'une part, de l'accès à distance à des spécialistes pour pouvoir déterminer la meilleure prise en charge des femmes enceintes, et, d'autre part, d'utiliser l'échographie même dans les sites reculés, afin de pouvoir effectuer un suivi de qualité des grossesses, déterminer les éventuels risques nécessitant une évacuation sanitaire, et poser des diagnostics, sous la supervision, à distance, d'experts gynécologues et radiologues.<br />

Le formation des formateurs a été effectuée par le Prof. Mahamadou Touré, du Mali, médecin-radiologue et pionnier de la téléradiologie depuis plusieurs années dans son pays. Il s'agit d'un nouvel exemple des échanges Sud-Sud au sein du RAFT.<br />

Ce projet s'inscrit par ailleurs dans le cadre d'une collaboration entre le Ministère de la Santé de Mauritanie et les Hôpitaux Universitaires de Genève.<br />

Les coordinateurs des pays francophones du RAFT se sont retrouvés à Brazzaville pour échanger sur le fonctionnement du réseau, discuter des améliorations à y apporter, découvrir les nouveaux outils développés pour les activités de télé-expertise, et planifier les déploiements pour 2012-2013. Cette réunion a également été l'occasion d'inaugurer la Maison Bleue, centre de formation du RAFT/UNFM à Brazzaville et de remettre officiellement du matériel d'échographie et d'électrocardiographie pour les hôpitaux périphériques.<br />

ITU and HUG have announced the launch of a new partnership to support implementation of a Pan American Telemedicine Network to enable the deployment of telemedicine services and tools along with IT enabled diagnostic devices to the regional and district hospitals to address the challenges of access to and quality of health services in remote areas in Latin America.<br />The project will enhance diagnostic and therapeutic decisions in remote areas, improve capacity and motivation of care professionals through distance continuing education, enhance coordination of public health activities and improve cooperation and knowledge sharing between Latin American medical universities and hospitals.<br />The partnership will aim, in a first phase, to establish telemedicine networks in Latin American countries to enable tele-consultation assistance and continuous medical education and to evaluate the impact of such networks for the improvement of healthcare processes and public health activities. De 2004 à 2011, le Service de la Solidarité Internationale a financé le développement du RAFT, particulièrement au Sénégal, au Burkina Faso et en Côte d’Ivoire, mais également plus largement en finançant des ateliers de formation et de coordination qui ont ensuite permis à d’autres pays de rejoindre le réseau, grâce à de nouveaux partenaires financiers, notamment au Mali, à Madagascar, au Niger, au Cameroun, au Tchad et au Congo-Brazzaville.<br />

Plusieurs dizaines de collaborateurs animent au quotidien ce réseau Sud-Sud qui connecte des centaines de professionnels de santé, via Internet, avec des outils de télémédecine et de téléenseignement. Le projet accepté consiste, d’une part, à continuer d’étendre les activités du réseau, et d’autre part, à en évaluer l’impact sur les soins et le système de santé, et documenter le retour sur investissement. <br />

Telemedicine via satellite has reached a level of maturity and robustness which has allowed it to be used successfully for the provision of diagnostic and treatment advice to underserved rural communities in, for instance, developing countries. India has a considerable and successful record in this. Telemedicine is also used extensively by the military for provision of medical care in combat zones.<br /><br />The telemedicine tool is, however, eminently suitable for assisting in overcoming the access‐to‐care divide. The telemedicine tool is highly relevant for tapping into the volunteering readiness, and would allow humanitarian commitment to be activated with doctors who are ready to help, but not in a position to actually travel to the regions in dire need of support.<br /><br />Humanitarian telemedicine implies hubs in metropolitan centres in the rich world linking to mobile or stationary telemedicine endpoints in the developing world, allowing doctors in the industrialised world to diagnose and treat remotely. The telemedicine equipment is remarkably capable and rugged, even if there will be the normal challenges of reliable power‐supply and maintenance at the end points in the need regions. India has shown that these challenges can be overcome. Having hubs in hospitals in the rich world will allow a doctor to volunteer a few hours a week to diagnose and treat patients in needy regions.</div>

Les activités
prévues en 2012 visent à consolider le réseau existant, à l’étendre au Sud de
l’Altiplano bolivien, dans la région d’Uyuni, et d’aider à mettre en place une
stratégie nationale pour l’utilisation des outils de la télémédecine.<o:p></o:p></span></div>

pérennisation du projet, et donc la capacité à l’étendre au-delà des sites
actuels, dépend de l’intérêt et de l’implication du gouvernement bolivien, et
en particulier du Ministère de la Santé Publique. Un ancrage institutionnel de
ces activités, tant au niveau régional que national est donc nécessaire. Ce
point a été relevé par M. Pascal Aebischer, Ambassadeur de Suisse en Bolivie,
qui s’est proposé pour faciliter les contacts gouvernementaux dans ce sens. Par
ailleurs, l’Ambassadrice de Bolivie auprès de la Mission Permanente aux Nations
Unies, à Genève, soutient le projet et veille à son ancrage auprès du Ministère
de la Santé Publique de Bolivie. Dans ce contexte, et en se basant sur
l’expérience africaine du réseau RAFT, une réunion nationale des parties
prenantes du domaine de la télémédecine a été organisée afin de faire
connaître le projet et s’assurer du soutien des professionnels de la santé et
des décideurs. Une conférence nationale, la « Primera Conferencia
Boliviana de Telemedicina e Informática Médica », dirigée par le
Dr. Reynaldo Vargas (coordinateur) et le Dr. Narvaez (directeur de l’hôpital
Arco Iris de La Paz qui accueillera cette réunion) les 23 et 24 avril 2012, a réuni deux cent professionnels de la santé, ainsi que des décideurs
nationaux, de même que des
spécialistes de la télémédecine des différents pays voisins de l’Altiplano
(Pérou, Argentine et Chili) et les médias locaux. La « Sociedad Boliviana
de Telemedicina e Informática Médica » a été officiellement créée à cette

A panel session was organized at the <a href="http://www.ghf12.org/?page_id=5415" target="_blank">Geneva Health Forum of 2012</a> in order to discuss challenges for the evaluation and scale-up of telemedicine and eHealth in developing countries. Establishing an evidence base about the many dimensions of eHealth is important in order to inform decision-makers, learn from the many ongoing experiences, and identify further needs for research in eHealth. This is particularly true now that the domain is gaining significant political momentum and thus raises expectations that eHealth should help strengthening health systems worldwide. We see this evidence base as necessary to justify and mobilize resources for large-scale deployments of eHealth tools. The session, organized in collaboration with the International Telecommunications Union, addressed challenges and opportunities for evaluating the impact of eHealth as it is now being increasingly deployed in various settings in low- and middle-income countries.</div>

Les 3èmes journées camerounaises d'informatique médicale se sont tenues à Yaoundé du 28 au 30 novembre 2011. Cette année, cette manifestation était combinée avec la 7ème réunion d'HELINA, l'organisation scientifique panafricaine d'informatique médicale. Des scientifiques d'une quinzaine de pays africains ont présentés leurs travaux et échangé sur les enjeux et opportunités de l'informatique médicale, de la cybersanté et de la télémédecine. Le RAFT y était largement représenté, notamment par les points focaux du Cameroun, de Côte d'Ivoire, du Sénégal et par l'équipe de coordination générale.<br />

L'atelier de validation des activités du RAFT/UNFM au Tchad s'est tenu à N'Djamena du 14 au 15 novembre 2011. Les nombreux participants, représentant les différentes instances gouvernementales, les directeurs des hôpitaux régionaux, les représentants des organisations internationales, les entreprises actives dans le domaine de l'informatique, des télécommunications et de la santé, ainsi que les médias, ont revu la feuille de route et validé les aspects organisationnels, concernant la formation, le déploiement et la pérennisation des activités au Tchad.</div>

Les discussions ont été encadrées par les Points Focaux du RAFT venus des pays voisins: le Prof. Ibrahim Touré du Niger, le Prof. Rabiou Cissé du Burkina Faso, le Prof. Kader Traoré du Mali et le Prof. Naby Baldé de Guinée.<br />

L'Hôpital Général de Référence Nationale est équipé pour les activités du RAFT. Le site de l'hôpital de Moundou est en cours d'implémentation, et servira également de site pilote pour les activités de télé-échographie.</div>

L'atelier a permis également de faire connaître les activités de la Société Tchadienne d'Informatique Biomédicale et de Santé (SOTIBS), qui permet de réunir les différents professionnels intéressés à développer ce domaine en Tchad, et d'intégrer le Tchad dans les activités Africaines et internationales du domaine.<br />

Telemedicine experts involved in resource-limited settings and participants from around the world gathered in the Tropical Institute of Antwerp, Belgium, for a 3-day workshop. Implementations from various large-scale projects and networks were discussed and analyzed, including the Swinfen Charitable Trust, the iPath project, the ITM Telemedicine activities, and the RAFT network, .<br />
